I have the honour to acknowledge the receipt of your letter of the 17th inst. which has been forwarded to me to
the above address.

With respect to your request for an explanation as to how I come to be in possession of the documents, I beg to point out that the official document you refer to ia the
copy of the Public Works Office, the original being kept in the Colonial Secretary's Office, and the other docu-
menta are also copies.
As regards the drawings, these were in my possession the whole time with the exception of Nos. 43, 44 and 44a
dated 30th August 1906 which were with Mr. Chatham for two
years and two months awaiting action. I considered
these drawings to be such that they should be placed
before you in order that you could obtain independent expert evidence as to their true nature, as referred to under clause e (d) Roof, pages 7 12 in my letter of the
30th January -
I beg to state that owing to 111 health, due to over
pressure of work, I was not able to complete this matter
in Hongkong and having regard to the fact that a doubt
was expressed whether my health would permit of my again
